ORGANIZATION

The diagram below shows the lines of responsibility in the census management team. This chart is self-explanatory.

The NSD is a small office with a small number of permanent staff. Nonetheless, the NSD was the main agency responsible for the 2004 Census. In this regard, it worked closely with UNFPA to ensure that the objectives of the census conformed to government expectations.  The NSD was also responsible for getting the census questionnaire approved by Minister of Planning and Finance, the Prime Minister and the Council of Ministers.  In addition, the NSD ensured that the President of Timor-Leste was informed of matters relating to the census.

It was NSD's role to liaise with district and sub-district administrations that were given a directive by government to assist the census team whereever possible. So in many cases, district administrations provided accommodation and furniture (where they had it) for the census district manager and sub-district supervisor offices. Administrative staff were the first point of call when troubles were encountered in any shape or form. Suco administrations, although not formal parts of the census organization, were used extensively to smooth the way for interviewer teams operating within their areas.
